On October 24, the General Office of the People’s Government of Hainan Province issued a notice on the implementation plan for the reform of the new round of household registration system in Hainan Province (Trial), which basically canceled the restrictions on the settlement of the province (except Sansha, the same below). Residents of the province may settle in the urban areas of the legally stable residences (including leases, the same below) and the towns of the established towns (hereinafter collectively referred to as urban communities). Residents outside the province who have obtained the residence permit of the province and participate in the basic endowment insurance for urban employees in Hainan Province (excluding the temporary pension insurance contribution account) and the basic medical insurance for urban employees in Hainan Province can be settled in urban communities with legally stable residences.
In addition, the notice pointed out that residents who have no self-owned housing at the place of settlement will be settled in the urban community where their legally stable residence is located. Residents can also settle in urban communities where legally stable residences other than their own homes are located. Gradually clean up and standardize all types of unit collective households, talent center collective households, and guide households who are affiliated with unit collective households and talent center collective households to transfer their household registration to their own property-owned housing accounts or urban community collective households where legally stable residences are located. Realize the full coverage of collective housing in urban communities as soon as possible.
The notice stated that the relevant policy requirements were implemented, and the distinction between agricultural hukou and non-agricultural hukou was eliminated, and the registration was unified as a resident hukou. The right to maintain the land contracting rights, the right to use the house site, and the right to distribute collective income (hereinafter referred to as the “three rights”) for the transfer of agricultural population shall not be subject to the withdrawal of the “three powers” as a condition for moving out the household registration, and guide them to transfer the “three rights” according to law. “The comprehensive implementation of household registration changes and the “three powers” decoupling.
Yan Yuejin, research director of the Yiju Research Center, said that the policy has brought about three changes in the development of the real estate market.
First, the difficulty of resettlement of migrants is bound to increase the number of migrants. Based on the acquisition of household registration qualifications, potential purchase demand may be released. In particular, in the fourth quarter, the active period of the Hainan property market transaction, it is expected that the Hainan real estate market transactions may rise in the fourth quarter. Second, stable housing prices may be strengthened, to avoid local housing enterprises and sales organizations will increase the price. It is expected that in the fourth quarter, local housing enterprises may still be interviewed if they violate the regulations. It is recommended that housing companies do not violate basic sales disciplines while seeing good market conditions. Third, it is very important for the control of the subsequent land market. The heat of the housing transaction market is easily transmitted to the land trading market. In the subsequent control of such land trading markets, it is mainly necessary to prevent land hoarding and the skyrocketing rise in land prices. It is also necessary to continue to supervise illegal land reclamation projects.
